Not to be confused with the human ethnicity, "Tharr," the City of Tharr was founded by Rexlar the Great after conquering northern Imperial colonies and fending off Imperial counterattacks. It was the first city established by the so-called "Settled Tharr" who descended from their frozen mountains in the Barbarian Lands to try their hands at civilization.
