Deckwell was conquered by the Sindathi Empire, which hunted down and eradicated or co-opted the ruling Dwaeredeth caste and replaced them with a Sindathi noble family, House Hellias, as hereditary avo'kaibari. House Hellias went to some lengths to rule with a light hand and respect the traditions and laws of the Garreth, and so have been widely tolerated and legitimized as "Governors." The conquered Garreth are quite aware of their subject status beneath foreign rulers, but have made peace with it since the Jen'Telleth has been allowed to continue mostly unmolested.
