In theory, the avo'kaibari are the personal slaves of the Sindathi emperor, trading their lives and obedience for power and wealth. In reality, they are a class of rulers themselves which are often powerful enough to alter or resist Imperial wishes.
Typically, each Imperial province is ruled by an avo'kaibar. They themselves possess the loyalty of lesser kaibari and sibbari.
