Rexlar the Great

An alliance of Tharr under the leadership of Rexlar the Great overran the northern colonies of the Empire and defeated an Imperial counter-attack at the Battle of Bloody Axes, so named for the mighty axes wielded by the Tharr. The Emperor granted Rexlar land and title in return for ruling the area in his name and paying appropriate taxes. Rexlar founded the City of Tharr.
